Johann Rubia-Miller serves as the Chairman of the Founding Team. She has 20 years of experience in direct service, management, and administration in a non-profit organization serving disadvantaged children, youth, and their families. Mrs. Rubia-Miller was the Principal of Atkinson Youth Services School, a K-12 non-public school for 13 years and has been an educator for 17 years. Mrs. Rubia-Miller attended the University of Sacramento State where she received her Bachelor’s Degree in Child Development. She studied education at California State University of Sacramento and the University of San Diego where she later received two teaching credentials; one regular education credential and one special education credential with a concentration in moderate/severe disabilities. Mrs. Rubia-Miller serves on several committees for a non-profit agency serving youth and their families as well as in the community serving youth and the needy helping to develop policies, trainings, education, and community outreach while maintaining oversight and monitoring of different departments and/or programs.
Cesar A. Castaneda serves as the Secretary of the Founding Team. Dr. Castaneda holds a Bachelor’s degree in Business Management, a Master’s degree in Counseling with a concentration of Marriage, Family and Child Counseling, and a Doctorate in Educational Leadership. He is a Licensed Marriage and Family Therapist who serves as the Deputy Director for Atkinson Family Services, a non-profit agency working with disadvantaged children, youth and their families. He has 18 years of experience in direct service, management, and administration in non-profit organizations. As the Deputy Director in Atkinson Family Services, Dr. Castaneda formed and guided a committee responsible for the agency to receive its first national accreditation under the Council on Accreditation. He also led the development of a behavioral health clinic that provides outpatient services for individuals and families who are covered by insurance and for those without coverage through a sliding-scale fee based on income.
James Atkinson attended Chabot College, San Jose City College, and San Jose State College. In 1968, Jim and his wife Carla became foster parents. In 1977, Jim and Carla were given an award by Santa Clara County’s Child Welfare System as Foster Parents of the Year. In 1984, they applied to become a state licensed group home and formed Atkinson Group Home, Inc., later becoming Atkinson Youth Services, Inc. Mr. Atkinson was appointed as the Executive Director by the Board of Directors. As the Executive Director, he developed the agency to include five additional licensed group homes, a foster family agency, a non-public school, and a behavioral health clinic. Atkinson Youth Services, now doing business as Atkinson Family Services to provide adequate services beyond children and youth, has approximately one hundred well trained, committed employees who are continuing to serve foster children and the work that the Atkinson’s started in 1968.
Jeffrey Peterson is the President of the Atkinson Family Services’ Board of Directors. For the past 16 years he has assisted with the agency’s fundraising efforts, strategic planning, financial and human resources, and legal research. He is the proud owner of Jeffrey D. Peterson Insurance which he founded 21 years ago. Mr. Peterson was a Board Member of California Association of Health Underwriters from 1996 to 1998 and has continually volunteered for the Boy Scouts of America for over 10 years. He is a veteran of U.S. Air Force earning Humanitarian Service, Outstanding Unit, and Good Conduct awards between 1979 and 1984.
Alma Coniconde holds a Bachelor’s degree in Computer Science from the Philippine Christian University. She worked as an Informational Technology (IT) college instructor from 2001 to 2007. During the same time period, she served as the Officer in Charge - Dean of the IT Department of STI-Cebu and the IT Chair at Cebu International Distance Education College. Because of her passion for teaching, Mrs. Coniconde pursued a career in Special Education before coming to the United States and received a Diploma in Special Education and currently holds a California special education teaching credential with a concentration in mild/moderate disabilities and have been the Special Education teacher of Atkinson Youth Services School since 2008.
